The State's chief financial officer for the past eight years, and a recent participant in the Los Angeles mayoral contest, Kathleen Connell is uniquely positioned to address from a state and local viewpoint the outlook for the California economy ~ particularly the fiscal impacts of the ongoing energy crisis and the various proposals for resolving it. Her term as Controller has been marked by wide-ranging challenges, including fall-out from State budget shortfalls, shortfalls in school funding, astronomic increases in health care costs, the opportunities and risks of record economic expansion, and, of course, the uncertainties and burdens imposed by the current energy crisis.
