The State's chief financial officer for the past eight years, and a recent participant in the Los Angeles mayoral contest, Kathleen Connell is uniquely positioned to address from a state and local viewpoint the outlook for the California economy ~ particularly the fiscal impacts of the ongoing energy crisis and the various proposals for resolving it.
