An Historic Moment:
Recommendations of the 9-11 Commission
Created by an Act of Congress in late 2002, the independent, bipartisan Commission on Terrorist Attacks
Upon the United States has conducted extensive research and held twelve public hearings to fulfill its
mandate of preparing “a full and complete account of the circumstances surrounding the September 11,
2001 terrorist attacks.” Now concluding its investigation, the Commission is due to release its report and
recommendations during late July. Many commentators expect the Commission’s policy pronouncement
to be sweeping, with major ramifications for private and public industry. Senator Gorton will
describe some of his experiences as a Commissioner, including how the disparate Commission members
came together to devise their set of recommendations. He will offer his prognostications on the political
and commercial viability of those recommendations. In addition, the Senator will analyze the balancing
act between public safety and civil liberties inherent in the continuing battle against global terrorism. A
