California’s Energy Crisis: What Will it Mean to Orange County and Beyond
Forecasts of rotating outages, impending energy rate increases, a financial crisis threatening the solvency of California’s investor-owned utilities and their impact on the state and national economies are problems in desperate search for an urgent solution. Governor Davis, legislators, regulators, utility leaders and disparate consumer advocates have for months sought to maneuver through economic and political minefields to manage what is now accepted as one of California’s greatest historical crises. To assist Orange County leaders in understanding the complexity of the state’s energy crisis, including its genesis and possible solutions, both short-term and long-term, the Orange County Forum has invited three respected energy experts to present their perspectives: John Herrington, Secretary of Energy under President Ronald Reagan; Dr. Robert Michaels, Professor of Economics at Cal State Fullerton and Resident Scholar at the Center for Advancement of Energy Markets; and Dr. Gary A. Stern, an Economist who serves as Director of Market Monitoring & Analysis in the Regulatory Policy and Affairs Department of Southern California Edison.
