Darrell E. Johnson, chief executive officer of OCTA

Darrell E. Johnson is the Chief Executive Officer of the Orange County Transportation Authority, leading an agency of 1,500 employees responsible for delivering projects, programs and services that improve mobility for the more than 3 million residents of Orange County.

Under the direction of OCTA’s 17-member Board of Directors, Johnson is responsible for a $1.4 billion annual budget and implementing the planning, financing and coordinating of Orange County's freeway, street and rail development as well as managing countywide bus services, commuter-rail services, paratransit service and operation of the 91 Express Lanes.

Samuel Johnson, chief executive officer of TCA

Samuel Johnson serves as Chief Executive Officer of the Transportation Corridor Agencies — two joint powers authorities formed by the California legislature in 1986 to plan, finance, construct and operate Orange County’s public toll road system comprised of the 73, 133, 241 and 261 Toll Roads. Johnson was unanimously voted into the position on an interim basis in April 2020.

Since joining TCA in 2015 as Chief Toll Operations Officer, Johnson has had responsibility and oversight for the Agencies’ tolling systems, customer service, revenue management, violation processing, toll compliance, customer experience communications and information technology functions.

Barry Rondinella, airport director of the John Wayne Airport

Barry Rondinella is the Airport Director for Orange County’s John Wayne Airport, the 43rd busiest commercial passenger airport and 33rd busiest airport (total operations) in the nation for 2015. As Airport Director, he oversees all aspects of the day-to-day management of the Airport, including Business Development, Facilities, Finance & Administration, Maintenance, Operations, and Public Affairs. He is responsible for managing a budget (pre-COVID) of approximately one quarter of a billion dollars and a staff of approximately 180 employees.

For the third consecutive year, JWA has finished in the top five best large airports in the J.D. Power North American Customer Satisfaction Survey. Additionally, “Money” has named JWA the best airport in the country. In 2018, JWA ranked #3 among the “Top 10 Best Airports” for on-time summer travel by MagnifyMoney.

During the past two decades, attorney Sarah L. Catz has been a leading transportation/infrastructure and public policy expert and has played a key role in critical transportation and infrastructure projects, both at the local and state levels.

She has served as California’s acting Deputy Secretary of Transportation, as well as the project manager for The Commission on Building for the 21st Century, a California infrastructure commission that included projects within water, transportation, housing, facilities and technology areas. While with the state of California, Sarah also helped secure state funding for critical infrastructure projects, including major rail projects in southern California.
